Education is recognized as one of the key priorities of the long-term Strategy "Kazakhstan - 2050". The general aim of educational reforms in Kazakhstan is the adaptation of the system of education to new social and economic environment. The President of the Republic of Kazakhstan also set the objective of joining the top 30 most competitive countries of the world. The improvement of the system of education plays an important role in achieving this objective.

The organizational basis for realization of the state policy of the Republic of Kazakhstan in the sphere of education is the State Programme of Education Development, which assures the state policy and modernization of the Kazakhstani education.

The programme is a complex of interconnected by resources and terms of events, which covers the modifications in the structure, content, and technologies of education and nurturing, management system, organizational and legislative forms of subjects of educational activities and financial and economic mechanisms.
